研究自述

吳全峰副研究員為加州大學柏克萊分校法學博士、哈佛法學院法學碩士、及陽明大學衛生福利碩士，為法學與公共衛生跨領域研究學者，研究範圍包括健康法與生命倫理、健康人權、健康照護分配正義、個人資料保護、藥事法等。

近年之研究重點有四，（一）COVID-19相關之公共衛生危機與全球健康治理、生命倫理與人權保障之衝擊與挑戰。主要議題涵括政府疫情控制措施對人權保障（隱私權、自由權、平等權等）產生之限制與衝擊、數位防疫措施對於民眾資訊隱私權之影響、全球健康法（global health law）在疫情下所面臨之挑戰與調整（包括國際衛生條例（International Health Regulations，IHR）之修正檢討與大流行病行定（Pandemic Agreement）擬定過程爭議）、與健康一體（One Health）作為防疫典範轉移之人權面向。（二）人工智慧（artificial intelligence，AI）對醫療專業法律規範與倫理原則所形成之挑戰，如醫療AI（medical AI）對醫療專業自主（autonomy）、生命倫理（bioethics）、與專業主義/責任（professionalism）之衝擊，及AI時代之政府資料治理。（三）健康權（right to health）之相關研究，包括氣候變遷與健康權之關聯性、及健康不平等在健康權架構下之意涵等。（四）公共衛生法律相關議題，如菸害防制法、再生醫療法與再生醫療製劑條例、111年憲判字第13號（健保資料庫案）。
